Palestinian media are reporting that the Jenin branch of Fatah, which is headed by Palestinian Authority (PA) President Mahmoud 'Abbas, had given an apartment to the family of Ahmad Nassar Jarrar, 22, commander of the Hamas squad that murdered Rabbi Raziel Shevach on January 9, 2018 near the Havat Gilad junction in the West Bank. Jarrar was killed by Israeli troops a month later, in a February 6, 2018 raid.- Read article

When crafting a response to this deeply troubling PA policy, Israeli decision makers must take into account the possibility that their actions could have secondary consequence.
Shortly after the Oslo accords were signed, the late Palestinian Authority chairman Yasser Arafat began providing educational benefits to convicted terrorists ostensibly in order to enable them to pursue peacetime professions.- Read more
It is time for Israel to follow the US lead and actively halt the PA ’s accepted and outrageous promulgation of terrorism.
On March 6, Taylor Force, a 28-year-old West Point graduate and veteran of Iraq and Afghanistan, was visiting Israel with members of his graduate class from Vanderbilt University when a Palestinian terrorist attacked civilians on the promenade in Jaffa with a knife. Force was killed and 10 others, including a pregnant woman, were wounded.

Family of teen terrorist who murdered sleeping Hallel Ariel, 13, now eligible for $350 per month
Jerusalem enraged by apparent rewarding of killers; Ramallah says relatives have the right to go to schools, hospitals and get food
BANI NAIM, West Bank — The family of a Palestinian high school dropout who killed 13-year-old Hallel Ariel in her sleep last month before being shot dead is now eligible for $350 a month from a Palestinian fund for “martyrs.”
Israel argues that such stipends for families of Palestinian terrorists promote violence by rewarding attacks, and has stepped up a campaign against the fund after a series of terror attacks in the West Bank.- Read more

The Fatah-run Awdah-TV channel recently broadcast a music video that calls on Palestinians "to drown Jews in a sea of blood and kill them as you wish." In his eulogy recently for Israeli statesman Shimon Peres, President Obama spoke of the “unfinished business” of Israeli-Palestinian peace. Now he or Donald Trump have an opportunity to advance the cause—by backing legislation to stop the flow of U.S. tax dollars to Palestinian terrorists.
Since the 1990s, as the U.S. and other countries have sent billions of dollars in aid to the Palestinians, Palestinian leaders have paid hundreds of millions of dollars in rewards to those who carry out bombings, stabbings and other attacks in Israel. These payments, codified in Palestinian law, are an official incentive program for murder that in any other context would be recognized as state sponsorship of terror. But the U.S. and other Western states have looked the other way while continuing to send aid, giving Palestinian leaders no incentive to stop.- Read more
The Palestinian Authority spends roughly 10 percent of its annual budget paying terrorists who attack Israelis and supporting their families, according to expert testimony to congressional lawmakers.
Yigal Carmon, the president and founder of the Middle East Media Research Institute, told the House Foreign Affairs Committee Wednesday that the Palestinian Authority is investing $137.8 million this year in salaries to terrorists jailed in Israel and payments to the families of imprisoned terrorists or suicide bombers, in violated of the Oslo peace accords with Israel.- Read more
In July, Israeli Prime Minister Benjamin Netanyahu announced a dramatic step against alleged support for terrorism by the Palestinian Authority: Henceforth, he declared, Israel would withhold a portion of the tax revenues it owes to the P.A. in response to the Palestinian leadership’s own payouts to terrorists and their families.
The announcement came on the heels of one of the most gruesome Palestinian murders in recent months. The previous day, a Palestinian had stabbed and killed a sleeping 13-year-old Israeli Jew in the Kiryat Arba settlement outside Hebron, in the occupied West Bank, before he himself was shot dead. Because of his crime, his family became eligible for a $350 monthly Palestinian stipend, The Associated Press reported.- Read more
The PA maintains longstanding legislation and payments to subsidize terrorists and their families. This amounts to an officially sanctioned PA government incentive system to kill Israelis. When I learned of this in November 2015, I was quite shocked. I proceeded to raise the issue with organized American Jewish community leaders and Israeli policymakers, and was told “everybody knows.” Disconcerted by my own lack of knowledge, I canvassed numerous American political leaders who, without exception, were unaware of the PA legislation/budget. The few leaders who were aware that the PA directly pays terrorists thought that the funding was only $5-$6 million; they were shocked to learn that according to the official PA budget online, it is $300 million for 2016. Palestinian Authority Paying Terrorists with Foreign Aid, Despite Promise to Stop The Tower
The Palestinian Authority has continued to award lifetime payments to convicted terrorists, despite a promise to end the practice, an investigative report published Sunday by The Mail on Sunday (MoS) revealed. The report was part of a broader investigation into what the paper described as the “wasteful” use of British taxpayer money.
According to MoS, the British government gives £72 million (over $102 million) to the Palestinians annually, with more than one-third of that sum directly going to the PA. While the PA said it that would no longer use aid money to pay terrorists or their families, recipients of the funds and official PA statements confirm that the practice continues.- Read more
The latest wave of Palestinian violence against Jews is something new, an insidious wave of seemingly un-orchestrated attacks, perpetrated by unlikely assailants, and generally untraceable to any particular organization. They were also characterized by brutality, viciousness and randomness, and the purposeful use of the knife, to drive home the intent of bringing a new and unrelenting wave of slaughter to the Jews; a message to all Israelis that neither they, nor their children, will ever be able to live in this land in peace.
As this document will show, the Palestinian president and those under his authority are indeed instructing young Palestinians what to do. Not sending them into battle as soldiers, but goading them into action through deliberate messaging, distortion and fabrication, sometimes stated openly by senior Palestinian officials, but mostly insidiously, aimed at keeping the conflict alive and portraying the Palestinians as the victims in a whitewash of terror.- Read more
There has recently been considerable media coverage of the transfer of donor funding from foreign governments (including the United States, the UK, Denmark and other EU countries) to official Palestinian governing bodies, and its use for salaries and other benefits to Palestinians serving prison sentences for acts of terror.
Clearly, the channeling of donor funding to compensate terrorists and thereby to encourage further terror raises serious legal and moral questions, both for the governments contributing the funds, but also in the context of international law and practice.- Read more
Thousands of Palestinian terrorists, including masterminds of suicide bombings and murderers of women and children, are given cash handouts by the UK, the Daily Mail revealed Sunday. A Mail two-month global investigation has revealed that in Judea and Samaria and Gaza, “despite promises by the ruling Palestinian Authority (PA) to end the practice of paying aid money to convicted terrorists … [have] simply duped the West by allowing the Palestine Liberation Organization to hand out the cash instead.”
Britain gives £72 million ($101 million) a year to the Palestinian Arabs, according to the report, “more than one-third of which goes straight to the PA,” which “openly admits supporting terrorists whom it hails as heroes for fighting illegal occupation, awarding lifetime payments that rise depending on time spent in jail and the seriousness of crimes.”- Read more
On March 8, 2016, Palestinian terrorist Bashar Masalha attacked civilians in Tel Aviv-Jaffa, stabbing to death an American tourist, Taylor Force, and wounding 11 others. The terrorist was shot and killed by Israeli police. The day after the murder, Palestinian Media Watch reported that Abbas’ Fatah praised the murderer as “the heroic Martyr.” Last week, Israel gave his body to the Palestinian Authority.
Reporting on the funeral in which hundreds participated, official PA TV glorified the murderer calling him “the Martyr” - “Shahid” - 11 times. Becoming a Martyr in Islam represents the highest religious achievement that can be attained by a Muslim, according to PA teachings, and the Martyr is granted numerous rewards. The PA TV reporter explained that the funeral was “a large national wedding befitting of Martyrs.” The reference is to Islamic belief that a Martyr marries 72 Dark-Eyed Virgins in Paradise.- Read more
